Этотspring-boot-devtools помогает отключить кеши и включить горячую замену, чтобы разработчики всегда видели последние изменения. Хорошо для развития. Прочтите это -Spring Boot – Developer tools Попробуйте изменить шаблоны Thymeleaf или файлы свойств, обновите страницу в браузере, чтобы изменения вступили в силу немедленно.

Что касается Eclipse IDE, он хорошо интегрирован сspring-boot-devtools.
Для Intellij IDEA требуются дополнительные шаги, прочтите этотreload static file is not working
